It(=The workshop?) also has a clear parallel in the *model shop* at Church of the Sagrada Familia in Barcelona. In large part it is there to involve the local populace and visitting pilgrims, and enthuse them about the enterprise of building the church.

建物の模型の展示してある所

建物(この場合はサグラダ・ファミリア教会)の模型の展示してある所(この場合は博物館の一部)。

In Barcelona there is a famous church called 'Sagrada Familia', designed by Gaudi. This church has been under construction since 1882, and as Gaudi is long since departed, they have been using the plans and *models* he had created in order to complete his original vision.
Many of these models, together with models of what the church will look like when completed, are on display in a 'model shop' in the museum there.
As your souce text describes, 'this makes the locals and visiting tourists enthusiastic about the project of completing the church'.

ということで "It" (the workshop?) will play a similar role to that of the model shop at Sagrada Familia.
