agree miragurska : seems like equality is contrasted with equity http://sgba-resource.ca/en/concepts/equity/distinguish-betwe... so I would use the term equalizing, derived from equality. see also http://bnc.bl.uk/saraWeb.php?qy=equalizing&mysubmit=Go

equalitarianism

as opposed to egalitarianism. Two standard usages, in this context, in both political science and political anthropology

as for "leveling", it may well be but, at least theoretically, not necessarily "down".
