Reform of the European stability and growth pact is a key issue in European economic and financial affairs. Last autumn, Joaquín Almunia, the European commissioner responsible, put forward some constructive ideas; Jacques Chirac of France and Silvio Berlusconi of Italy have also made contributions to the debate. Jean-Claude Juncker of Luxembourg aims to complete the review of the pact during his country’s presidency of the European Union. Difficult negotiations await. But no one is better placed than the Luxembourg prime minister, one of the fathers of the pact and a man of tremendous experience, to bring the talks to a successful conclusion.
Reform of the “excessive deficit procedure” will be the cornerstone. Strategies for reform must reflect the fact that it is not just a stability pact but also a growth pact. Whether a fiscal policy is “right” and promotes stability and growth equally cannot be measured solely by compliance with the deficit reference value of 3 per cent of gross domestic product. This indicator is inadequate to deal with the complex realities of fiscal policy. We must recognise that the goal of consolidating public budgets may well conflict in the short term with the goal of enhancing the potential for economic growth. A reformed pact must take this conflict into account, as well as the need to bring improved growth and employment opportunities into line in the long term with sound public budgets.
Public debate often overlooks the fact that the Maastricht treaty does not automatically define a government deficit of more than 3 per cent of GDP as “excessive”, thus triggering the deficit procedure.

La reforma del Pacto Europeo de Estabilidad y Crecimiento es un tema fundamental para los asuntos económicos y monetarios de Europa. En el último otoño, Joaquín Almunia, comisario europeo responsable, propuso algunas ideas constructivas; Jacques Chirac, de Francia, y Silvio Berlusconi, de Italia, también han hecho contribuciones al debate. Jean-Claude Juncker, de Luxemburgo, apunta a que se complete la revisión del pacto durante la gestión presidencial de su país ante la Unión Europea. Se aproximan negociaciones difíciles. Sin embargo nadie está mejor ubicado que el primer ministro de Luxemburgo, uno de los padres del pacto y un hombre de enorme experiencia, para llevar las negociaciones a buen puerto.
El punto fundamental será la reforma del “procedimiento de sanciones por déficit excesivo”. Las estrategias de la reforma deben reflejar el hecho de que éste no es sólo un pacto de estabilidad sino también un pacto de crecimiento. Si una política fiscal es la correcta y si promueve la estabilidad y el crecimiento por igual no es algo que se pueda medir con el solo cumplimiento del límite de 3 % en el déficit del producto interno bruto. Este indicador no es el adecuado para tratar las complejas realidades de la política fiscal. Debemos reconocer que el objetivo de desarrollo de presupuestos públicos puede entrar rápidamente en conflicto con el objetivo de realzar el crecimiento económico potencial. Un pacto reformado debe tomar en cuenta este conflicto, así como la necesidad de desarrollar oportunidades mejoradas de crecimiento y empleo en el largo plazo con presupuestos públicos sólidos.
El debate público suele pasar por alto el hecho de que el tratado de Maastricht no define automáticamente que un déficit gubernamental de más del 3 % del producto interno bruto sea “excesivo” y requiera, por lo tanto, de un procedimiento de sanciones por déficit.

Yoga as it has come to be known in the west is a series of asanas (postures) designed 5000 years or so ago in India. The whole system of asana practice (postural practice) is built on three main structures: exercise, breathing and meditation. The asanas are designed to massage (put pressure) the organs and the glandular system of the body, thereby increasing body’s efficiency and state of health. Breathing techniques (pranayama) are based on the concept that ‘Prana’ breath is the source of life in body and these techniques are designed to improve the function of body and mind and prepare it for a healthy & happy living. A regular practice of Yoga produces a clear and bright mind and health as well as a balanced body thus providing you a conscious blissful daily living.

El Yoga, según se lo conoce en occidente, consiste en una serie de asanas (posturas) diseñadas hace unos 5000 años en la India. El sistema de la práctica de asanas (práctica de posturas) está basado en tres estructuras principales: ejercicio, respiración y meditación. Las asanas están diseñadas para masajear (ejercer presión sobre) los órganos y el sistema glandular del cuerpo y, de esa manera, aumentar la eficiencia y el estado saludable del mismo. Las técnicas de respiración (pranayama) están basadas en el concepto de que la respiración “Prana” es la fuente de vida para el cuerpo, y estas técnicas están diseñadas para mejorar las funciones del cuerpo y de la mente y prepararlos para una vida saludable y feliz. La práctica regular del Yoga produce tanto claridad y brillo en la mente y la salud como equilibrio en el cuerpo, proporcionándole un estado consciente de felicidad en su vida diaria.
