Source text - Spanish La península Ibérica es un territorio de casi 600.000 km2 situado en el extremo suroccidental de Europa. Su gran extensión, relieve variado y ubicación entre el Atlántico y el Mediterráneo han favorecido una notable variedad ecológica, en la que, no obstante, se distinguen actualmente tres grandes unidades geoclimáticas. La costa oriental y meridional disfruta de clima mediterráneo, cálido y con escasas precipitaciones que, en el sureste, no superan el umbral subdesértico. En cambio, en la extensa fachada atlántica y en la costa cantábrica domina el clima oceánico, lluvioso y con temperaturas suaves. El interior de la península se caracteriza por una altiplanicie (Meseta) dividida en dos y separada del litoral por cadenas montañosas que llegan a superar los 2500 m de altitud. En estas regiones interiores predomina el clima continental, caluroso en verano y frío en invierno, con precipitaciones moderadas e irregulares. Los ríos más caudalosos, Duero, Tajo, Guadiana y Guadalquivir, atraviesan el centro y el sur de la península en dirección este-oeste hasta desembocar en el Atlántico, mientras que el Ebro recoge sobre todo las precipitaciones de la parte oriental de la cordillera Cantábrica y de la vertiente meridional de los Pirineos para acabar desembocando en el mar Mediterráneo. Estos grandes ríos no concentraron el grueso del poblamiento en la Edad del Bronce, sino que éste descansó principalmente en las regiones mediterráneas surorientales.
Los límites cronológicos de la Edad del Bronce peninsular se establecen entre ca. 2200 y 900 cal BC. En términos generales, su comienzo vino marcado por la crisis de las sociedades calcolíticas de tradición campaniforme, mientras que su final coincide con los inicios de la actividad colonial fenicia en el Mediterráneo occidental. Ahora bien, estas dos coyunturas históricas no afectaron por igual a todas las comunidades; es más, resulta notable la variedad en las formas de organización social durante estos aproximadamente 1300 años. Para el inicio de la Edad del Bronce, las regiones meridionales poseen un registro arqueológico más abundante y diverso, como ya sucedía en el Calcolítico. Destaca especialmente el grupo de El Argar en el sureste peninsular, cuyos yacimientos estratificados y numerosos contextos funerarios lo convirtieron en referente cronocultural básico y en foco de interés constante para el estudio del desarrollo y organización de la metalurgia, la implantación de complejos patrones de asentamiento que cabría calificar de urbanos, la formación de las primeras sociedades de clase o el impacto medioambiental de sistemas económicos intensivos.
Para otras sociedades contemporáneas y, en general, para el resto de la Edad del Bronce peninsular, el conocimiento es menor debido al descenso en el número de contextos habitacionales y funerarios bien conservados, así como a investigaciones menos intensas o todavía incipientes. Estas lagunas, unidas a los desajustes terminológicos entre tradiciones de investigación, complican la elaboración de periodizaciones y, por tanto, las comparaciones interregionales. En ocasiones, la perduración de elementos campaniformes retrasa el comienzo del Bronce Antiguo en unas zonas respecto a otras, mientras que a veces el Bronce Antiguo se acorta para dar paso al Bronce Medio o Pleno. Tras éste puede pasarse directamente al Bronce Final o bien atravesar un horizonte intermedio, el Bronce Tardío o Reciente. También hay zonas en que la denominación “Bronce Antiguo” falta de la secuencia, de forma que el final del campaniforme enlaza con el Bronce Pleno. Así las cosas, sólo el incremento de las dataciones de C14 sobre contextos fiables permitirá precisar la cronología de los grupos y horizontes arqueológicos, y establecer secuencias y correlaciones fiables.
Translation - English The Iberian Peninsula is a territory covering nearly 600,000 square kilometres (around 230,000 sq miles) in the extreme southwest of Europe. Its sheer size, the variety of its landscape and its location between the Mediterranean Sea and Atlantic Ocean afford it considerable ecological diversity, though it can be divided into three broad geoclimatic zones. The eastern and southern coast enjoys a warm, Mediterranean climate with little rainfall that in the far southeast produces areas of semi-desert. On the Atlantic coast and along the Bay of Biscay, meanwhile, a wetter, cooler oceanic climate is prevalent. Inland, the peninsula is a vast highland plateau (Meseta) divided in two and separated from the coast by mountain ranges with peaks that rise to above 2,500 metres (over 8,000 feet). These interior regions have a continental climate characterised by warm summers and cold winters and by moderate and irregular rainfall. The biggest rivers – the Duero, the Tagus, the Guadiana and the Guadalquivir – cut across the centre and south of the peninsula in an east-west direction before flowing into the Atlantic, while the Ebro is fed largely by rainfall on the eastern end of the Cantabrian Mountains and on the southern slopes of the Pyrenees and runs into the Mediterranean Sea. The bulk of the peninsula's Bronze Age inhabitants did not gather near these major rivers, rather they lived in the Mediterranean regions of the southeast.
The Bronze Age in the Iberian Peninsula represents the period of time from c 2200 to 900 cal BC. In general terms, its commencement was marked by the onset of the crisis of the Copper Age societies of the Bell Beaker tradition, while its end coincided with the beginning of Phoenician colonial activity in the western Mediterranean. However, these two historical junctures did not affect every community in the same way and there was a considerable variety of forms of social organisation during these approximately 1,300 years. More abundant and diverse archaeological evidence of the start of the Bronze Age has been found in the southern regions, as occurs with the Copper Age. Particularly outstanding is the El Argar group in the southeast of the peninsula, whose stratified sites and numerous funeral contexts have made it a fundamental chronocultural reference and a source of constant interest for scholars of the development and organisation of metallurgy, the establishment of complex patterns of settlement which could be described as urban, the formation of the first class-based societies or the environmental impact of intensive economic systems.
That less is known about other contemporary societies and about the rest of the peninsula during the Bronze Age in general is due to the fact that there is less well-preserved evidence of how its inhabitants lived and what happened to them when they died, compounded by the fact that investigation in this field has been less intensive or is still at the incipient stage. These gaps, coupled with disagreements over terminology among traditions of research, make periodisation and interregional comparisons more difficult. Sometimes, the continuance of Bell Beaker elements puts back the start of the Early Bronze Age in some zones in relation to others, while sometimes the Early Bronze Age is cut short to give way to the Middle or Full Bronze Age. This can move straight into the Final Bronze Age or pass through an intermediate stage, the Late or Recent Bronze Age. There are also some zones where the term "Early Bronze Age" is missing from the sequence, so that the end of the Bell Beaker culture runs into the Full Bronze Age. With things as they stand, only further carbon dating of reliable samples will enable a more precise chronology of the archaeological groups and phases and more reliable sequences and correlations.

Source text - Spanish Agentes de Información de la Policía Nacional han abortado la venta de nueve helicópteros Bell-112 a Irán y material de guerra a Venezuela valorado en 100 millones de euros. En la denominada 'operación Nam', han sido detenidos en Madrid y Barcelona cinco empresarios españoles y tres iraníes que habían viajado a España para formalizar la compra del material de guerra.
Los helicópteros de combate Bell-212, de fabricación estadounidense, son destinados al transporte militar de tropas y de material de guerra. Desarrollan una velocidad de 230 km/h y una autonomía media de 600 km. Estas aeronaves están sometidas a control por la normativa comunitaria y española y su exportación está prohibida por la ONU.
Los empresarios españoles ofertaban dichas aeronaves contraviniendo las disposiciones de obligado cumplimiento relativas a estas exportaciones, tales como dar cuenta e interesar las necesarias autorizaciones de la Junta Interministerial reguladora de Comercio Exterior de material de Defensa y Doble Uso. Según ha informado la Policía Nacional en una nota, los detenidos conocían la no autorización por parte de este organismo para la exportación de material de guerra a Irán y otros países.
Los helicópteros y el material de repuesto eran ocultados en naves industriales ubicadas en las poblaciones de Navas del Rey (Madrid), Sabadell y Tarrasa (Barcelona). Allí preparaban su montaje y desmontaje antes de proceder a su venta y traslado a Irán y a Venezuela. Los detenidos trataban de proteger la compra-venta bajo la cobertura legal de actividades de reparación de aeronaves.
Los investigadores tuvieron conocimiento de la llegada a España de los compradores iraníes para cumplimentar los trámites documentales y económicos con los empresarios españoles y formalizar la venta, por lo que se desplegó un operativo tendente a su detención.
En total, ocho personas han sido arrestadas en Madrid (5) y Barcelona (3), como presuntos responsables de delitos de tenencia y depósito de armas de guerra y de contrabando. Asimismo se han llevado a cabo tres registros domiciliarios: en Madrid, Barcelona y en unas oficinas de Jerez de la Frontera (Cádiz).
Translation - English Madrid: National Police intelligence officers have thwarted the sale of nine Bell-212 helicopters to Iran and war materiel to Venezuela valued at 100m euros. Five Spanish businessmen and three Iranians who had travelled to Spain to close the deal on the purchase of the war materiel have been arrested in the course of Operation Nam.
US-made Bell-212 combat helicopters are used for the military transport of troops and war materiel. They can reach speeds of 230km/h and have an average range of 600km. These aircraft are subject to control by EU and Spanish regulations and their export [to Iran] is prohibited by the UN.
The Spanish businessmen offered said aircraft in contravention of the regulations binding on these exports, such as informing and applying for permission from the inter-ministerial board regulating foreign trade of defence and dual-use materiel. According to a National Police statement, those held were aware of the embargo by this body on the export of war materiel to Iran and other countries.
The helicopters and spare parts were hidden in factory premise in the towns of Navas del Rey (Madrid) [Province], Sabadell and Tarrasa (Barcelona) [Province]. There, they were preparing their assembly and disassembly before proceeding to their sale and transport to Iran and Venezuela. Those held were trying to protect the deal under the legal cover of aircraft repair activities.
Investigators were aware of the arrival in Spain of the Iranian buyers to complete the paperwork and economic procedures with the Spanish businessmen and close the deal, for which reason forces were deployed to arrest them.
In total, eight people have been held in Madrid (five) and Barcelona (three) on suspicion of crimes of possession and storage of war weapons and smuggling. Three searches of homes have also been carried out: in Madrid, Barcelona and at offices in Jerez de la Frontera (Cadiz) [south].

Source text - Spanish ¿Es Guatemala el primer narcoestado de América Latina? Según los fiscales que luchan contra la impunidad en la zona, si no lo es ya, está a punto de serlo. "Guatemala", explican, "es un país pequeño, con una larga tradición de corrupción y una economía tan débil -la carga impositiva apenas llega al 10% del PIB- que le impide desarrollar políticas sociales". De tal manera, el espacio que el Estado abandonó fue pasando a manos del crimen organizado. Hasta el propio presidente, Álvaro Colom, lo reconoció hace unos días a este periódico: "Cuando detuvimos al viejo capo Lorenzana, la gente me decía: 'suéltelo, él nos da plata y trabajo...'. Puedo asegurar, sin temor a equivocarme, que los Gobiernos anteriores planificaron la entrega del país al narco". Según los fiscales, Guatemala está gobernado por dos redes criminales locales, que tratan de resistir la invasión del cartel mexicano de Los Zetas, que ya se ha hecho -a base de extorsión y muerte- con la zona norte del país.
Hace una semana, y solo unos días después de decapitar a 27 campesinos en Petén, Los Zetas volvieron a matar. Esta vez al auxiliar de un fiscal en Cobán, en el Departamento de Alta Verapaz. "Los dos crímenes fueron muy bien planificados", explica un importante fiscal a este periódico, "se trataba de lanzar sendos mensajes, uno a la ciudadanía y otro a las instituciones. Y doy fe de que el miedo ya está empezando a surtir efecto. Hay fiscales que están renunciando y otros que están pidiendo el traslado a zonas más seguras. Y, por si fuera poco, el Gobierno ha dicho que no puede proteger ni a jueces ni a funcionarios públicos, lo que revela la debilidad del presidente".
Una tarde reciente de domingo, el presidente Álvaro Colom recibió en su despacho una lista con 12 nombres. Doce jueces y fiscales implicados en la lucha contra el crimen organizado y a cuyas cabezas la mafia ya había puesto precio. El presidente llamó a su ministro de Gobernación, Carlos Menocal. Este valoró el asunto y, unos días después, declaró a la prensa: "El Estado no tiene capacidad de proporcionar un carro blindado a los jueces amenazados". Según el fiscal, el resultado fue nefasto: "Lo que el Gobierno hizo fue poner en la mira a los funcionarios... Tal vez la gente no se está dando cuenta de que en Guatemala, en toda Centroamérica, el narcotráfico está avanzando muy rápidamente. Van a matar a más fiscales, van a matar a más ciudadanos". Al día siguiente, los periódicos de Honduras abrían con la siguiente noticia: "Sicarios matan a jefe de fiscales".
Ni en Guatemala ni en Honduras ni en Panamá funciona la justicia. Lo que sí funciona y muy bien, según la DEA, es el crimen organizado. Según el jefe de operaciones de la agencia antidrogas estadounidense, Thomas Harrigan, se está detectando un incremento sustancial del tráfico hacia Centroamérica de precursores químicos -indispensables para la elaboración de ciertas drogas-, así como de heroína procedente de Sudamérica. Tal y como demuestran las gráficas de la DEA que el presidente Colom mostró a este periódico, el tráfico de avionetas que parten de la frontera entre Venezuela y Colombia y aterrizan en pistas clandestinas de Guatemala, Honduras y Panamá no hace más que incrementarse. También el tráfico marítimo. Según el jefe de la DEA, "los buques de la droga parten desde América Central para abastecer a todo el planeta". Esto es posible, añade, por la corrupción y el ínfimo entrenamiento de las fuerzas policiales. De lo que no habló Harrigan, en su comparecencia ante el Senado, fue de la responsabilidad de EE UU en las calamidades que azotan a Centroamérica.
EE UU no es solo el comprador del 84% de la droga que parte en avionetas o en el fondo de los miles de contenedores que zarpan de Centroamérica, sino también del capítulo más abominable del tráfico de personas. "El tráfico de niños", según los fiscales consultados, "es un negocio que deja en Guatemala unos 200 millones de dólares anuales". La Comisión Internacional contra la Impunidad en Guatemala (CICIG) ha logrado enviar a prisión a los principales notarios que amañaban las adopciones. Es la única buena noticia. Lo hacían con la complicidad de funcionarios que utilizaban documentos falsos para encubrir el robo de niños y con tal impunidad que ni se preocuparon en ocultar pruebas. Seguir su rastro es fácil. Lo difícil es encontrar jueces valientes como para arriesgar su vida enviándolos a prisión.
Translation - English Guatemala: Is Guatemala the first "narco-state" in Latin America? According to the prosecutors fighting impunity in the zone, if it is not already it is about to be. A week ago, just a few days after beheading 27 farmworkers in Peten [province], Los Zetas struck again. This time it was the assistant of a prosecutor in Coban, in the province of Alta Verapaz. "The two crimes were very well planned", an important prosecutor tells this newspaper. "It was about sending out messages, one to the citizens and another to the institutions - and I can assure you it is already beginning to have an effect. There are prosecutors who are resigning and others who are asking to be transferred to safer areas. If that wasn't enough, the government has said that it cannot protect either judges or civil servants, which reveals the weakness of the president".
One recent Sunday afternoon, President Alvaro Colom received in his office a list of 12 names - 12 judges and prosecutors involved in the fight against organized crime and on whose heads the mafia had now put a price. The president called his interior minister, Carlos Menocal. He assessed the matter and, a few days later, declared to the press: "The state does not have the capacity to provide an armour-plated car to the judges under threat". According to the prosecutor, the result was terrible: "What the government did was put civil servants in the [gunmen's] sights... [El Pais ellipsis] Perhaps people are not realizing that in Guatemala, throughout Central America, drug-trafficking is advancing very quickly. They are going to kill more prosecutors, they are going to kill more citizens". The following day, the front pages of the newspapers of Honduras opened with the following story: "Hitmen kill chief prosecutor".
Growth [subhead]
The justice system does not work in Guatemala or in Honduras or in Panama. What does work, and very well, according to the DEA, is organized crime. According to the chief of operations of the US antidrug agency, Thomas Harrigan, a substantial increase in the trafficking into Central America of precursors - essential for the production of certain drugs -, as well as of heroin from South America, is being detected. As the DEA charts that President Colom showed this newspaper demonstrate, the flow of light aircraft that take off from the border between Venezuela and Colombia and land on secret landing strips in Guatemala, Honduras and Panama does nothing but grow. So does maritime traffic. According to the DEA chief, "the drug ships set sail from Central America to supply the whole planet". This is possible, he adds, thanks to corruption and the very poor training of the police forces. What Harrigan did not speak about, in his appearance before the Senate, was the USA's share of the blame in the disasters befalling Central America.
The USA is not only the customer for 84 per cent of the drugs that leave on light aircraft or at the bottom of the thousands of container ships that set sail from Central America, but also for the most abominable part of people-trafficking. "The trafficking of children", according to the prosecutors consulted, "is a business that leaves some 200m dollars a year in Guatemala". The International Commission Against Impunity in Guatemala (CICIG) has managed to send to prison the main notaries who faked the adoptions. It is the only piece of good news. They did it with the complicity of civil servants who used fake documents to cover up the theft of children and with such impunity that they did not even bother to hide the evidence. Following their trail is easy. The difficult thing is finding judges brave enough to risk their lives by sending them to prison.

Lo dice la periodista Pilar Rahola, que advierte de que, sólo en esta comunidad autónoma, viven a sus anchas «entre 60.000 y 80.000 personas directamente relacionadas con el integrismo». «Si hiciéramos una comparativa política, tendríamos el partido extremista con mayor número de militantes de la Historia», alerta, en una entrevista a este diario, la ex diputada de ERC.
Tras una década investigando el islamismo, la tertuliana acaba de publicar un libro, La república islámica de España (RBA), en el que narra cómo un importante puñado de fundamentalistas se ha ido instalando en los últimos años en nuestro país, donde sobreviven gracias al «buenismo suicida y yupiyaya» de las administraciones públicas, que «confunden tender la mano a los musulmanes con tenderla a los radicales».
Rahola asegura que no ha escrito un libro contra el islam, «sino contra aquéllos que usan el islam para violentar, fanatizar, esclavizar y matar», los mismos que ella llama «barbudos» o «islamofascistas». «El problema no es el número de musulmanes que viven en España, la inmensa mayoría de forma civilizada, sino las minorías implicadas en una ideología fanática». ¿Son peligrosos todos los salafistas? «No matan personas, y tal vez ni animan a que otros lo hagan, pero crean el cuerpo doctrinal, la épica social y la cobertura religiosa que finalmente llevan a alguien a ir más allá de las plegarias y convertirse en una bomba humana».
Del 15% al 20% es radical
Citando fuentes del Departamento de Estado de EEUU, de la Europol, del CNI español y de varios expertos en terrorismo, Rahola pone a Cataluña en el centro del mapa salafista. En esta región, asegura, es radical entre el 15% y el 20% de una comunidad musulmana de más de 400.000 personas. Como ejemplo, cita a Abdelwahab Houzi, el imam de la mezquita de Lérida, famoso, entre otras cosas, por haber creado brigadas de policía religiosa; a Mohamed Mrabet Fahsi, líder de la comunidad islámica de Vilanova, condenado a siete años por la Audiencia Nacional y actualmente en libertad, o a Rachid Menda, uno de los dirigentes de la Asociación Cultural Al-Hilal de Salt (Gerona) y figura carismática del salafismo español.
«Tarragona y Salt son los epicentros más activos», precisa Rahola. «Parece que los salafistas dominan el Centro Islámico de Tarragona y también han conseguido ampliar su control a cinco mezquitas».
Pero hay más. Alicante está «considerada por la Europol como un centro neurálgico de algunos de estos movimientos»; Murcia es «otro foco de extrema preocupación para los servicios de inteligencia»; Andalucía tiene una «importancia estratégica», y en Melilla «se está dando un crecimiento progresivo de los adeptos a la rama Takfir wal-Hijra, una de las corrientes más perversas del radicalismo salafista». «Este movimiento, extremo y muy violento, está perfectamente implantado en el Estado español, según el CNI, y tiene cinco mezquitas en Barcelona, dos en Valencia y una en Melilla».
«Lo que critico es que en España resulte tan fácil ser un imam radical», resume Rahola, que piensa que «las administraciones públicas no hacen lo que tendrían que hacer» para erradicar este fundamentalismo. «Aquí estamos atenazados por lo políticamente correcto y, quizá, por el miedo, y no hemos abierto el debate, como en Francia u Holanda. Esto es Happylandia, el flower power del multiculturalismo. Pero el multiculturalismo fracasó hace tiempo».
¿Es el título de su libro un vaticinio sobre un Al-Andalus que volverá? «Si no hablamos muy claro y no expulsamos a los imames radicales y cerramos sus mezquitas, podemos llegar a tener una bomba de tiempo que nos estallará en la cara», responde. Y añade: «La Alianza de Civilizaciones de Zapatero es una idea naif, que no lleva a ninguna parte. Nos estamos equivocando mucho».

Madrid: "Spain, and Catalonia [northeast] to be precise, is currently the stronghold of Salafism in the whole of Europe". These are the words of Pilar Rahola, who says that in this autonomous region alone there are "between 60,000 and 80,000 people directly linked to fundamentalism" living freely. "If we made a political comparison, we would have the extremist party with the greatest number of members in history", says the former ERC [Republican Left of Catalonia] deputy in an interview with this newspaper.
After a decade doing research into Islamism, the current affairs commentator has just published a book "The Islamic Republic of Spain", in which she explains how a significant number of fundamentalists have been settling in our country in recent years, where they survive thanks to the "suicidal do-gooding" of the public administration, which "confuses holding out our hand to Muslims with holding it out to radicals".
Rahola says she has not written a book against Islam, "but rather against those who use Islam to distort, fanaticize, enslave and kill", the ones she calls "the bearded ones" or "Islamofascists". "The problem is not the number of Muslims who live in Spain - the vast majority of them in a civilized manner -, but rather the minorities involved in a fanatical ideology". Are the Salafists dangerous? "They don't kill people, and nor perhaps do they encourage others to do so, but they create the doctrinal corpus, the social dynamic and the religious cover that finally lead someone to go beyond the prayers and turn themselves into a human bomb".
Fifteen to 20 per cent are radical [subhead]
Citing sources from the US Department of State, Europol, the Spanish CNI [National Intelligence Centre] and several experts in terrorism, Rahola places Catalonia in the centre of the Salafist map. In this region, she says, between 15 and 20 per cent of a Muslim community numbering more than 400,000 people are radical. By way of example, she mentions Abdelwahab Houzi, the imam of the mosque in Lerida who is famous, among other things, for having set up religious police squads; Mohamed Mrabet Fahsi, leader of the Islamic community of Vilanova, sentenced to seven years' imprisonment by the National High Court and currently free, or Rachid Menda, one of the leaders of the Al-Hilal Cultural Association in Salt (Gerona) [Province] and a charismatic figure of Spanish Salafism.
"Tarragona and Salt are the most active epicentres", says Rahola. "The Salafists appear to dominate the Islamic Centre of Tarragona and they have also managed to extend their control to five mosques".
However, that is not all. Alicante [southeast] is "considered by Europol to be a nerve centre of some of these movements"; Murcia [southeast] is "another source of extreme concern for the intelligence services"; Andalucia [south] has "strategic importance" and in Melilla [Spanish enclave in North Africa] "there is a progressive growth of followers of the Takfir wal-Hijra branch, one of the most evil tendencies of Salafist radicalism". "This extreme and very violent movement is well-established in the Spanish state, according to the CNI, and has five mosques in Barcelona, two in Valencia and one in Melilla".
"What I'm criticizing is that in Spain it is so easy to be a radical imam", says Rahola, who thinks that "the public administration is not doing what it should be doing" to eradicate this fundamentalism. "Here are we are gripped by political correctness and, perhaps, by fear and we have not opened up the debate, as they have in France or the Netherlands. This is 'happy land', the 'flower power' of multiculturalism, but multiculturalism failed some time ago".
Is the title of her book a prediction about an Al-Andalus [Moorish Spain] that will return? "If we do not speak very clearly and we do not expel the radical imams and close their mosques, we could have a time bomb that will blow up in our faces", she says, adding: "[Prime Minister Jose Luis Rodriguez] Zapatero's Alliance of Civilizations [between the West and Muslim worlds] is a naive idea that is going nowhere. We are making a big mistake".

Source text - Spanish La reciente crisis del 2008 ha puesto de manifiesto el carácter cada vez más nocivo de los paraísos fiscales sobre la economía y sobre la cohesión social de los países desarrollados y en vía de desarrollo.
Los G20s post-crisis incluyeron tax evasion and avoidance en la agenda de discusión de sus reuniones. La cuestión alcanzó su máximo protagonismo durante el G20 de Londres (abril 2009), donde los líderes declararon que ¨the era of banking secrecy was over¨.
Sin embargo este impulso inicial se ha ido desvaneciendo. Las medidas acordadas, como la confección por la OECD de listas de tax havens, se han revelado insuficientes. En otras ocasiones, los líderes del G20 se han limitado manifestar buenas intenciones sin adoptar medidas concretas. El G20 de Seoul (noviembre 2010) ha supuesto, sin embargo, un avance en lo que al fortalecimiento de los sistemas y administraciones fiscales de los developing countries se refiere. Es de esperar que la próxima cita en Cannes (Noviembre 2011) suponga un relanzamiento de otros aspectos de la lucha contra las prácticas fiscales nocivas.
Por otro lado, durante la presidencia española y belga de la UE de 2010, fueron alcanzados acuerdos importantes en pos de una mayor transparencia en la contabilidad de las multinacionales, una disminución de los efectos negativos del transfer mispricing y de un mejor intercambio de información fiscal entre países.
El presente estudio pretende hacer balance de lo logrado hasta ahora a nivel internacional, especialmente en el ámbito del G20 y de la UE y, sobre todo, proponer al gobierno español y a otros actores internacionales una serie de medidas de desarrollo que hagan más efectiva la lucha contra una de las mayores lacras de nuestro tiempo: la desposesión de importantes recursos a los estados y a sus ciudadanos por falta de coordinación internacional en materia de fiscalidad.
Translation - English The recent crisis of 2008 has served to highlight the increasingly harmful effect of tax havens on the economy and on the social cohesion of developed and developing countries.
Post-crisis G20 summits have included tax evasion and tax avoidance on the agenda for discussion at their meetings. The issue took on major importance at the G20 London Summit (April 2009), where the leaders announced that "the era of banking secrecy is over".
However, that initial drive has gradually lost momentum. The measures agreed, such as the drawing up by the OECD of lists of tax havens, have proved inadequate. On other occasions, the G20 leaders have limited themselves to expressing good intentions without taking concrete measures. The G20 Seoul Summit (November 2010) has, however, been a step forward as far as the strengthening of tax systems and administrations is concerned. It is to be expected that the next summit in Cannes (November 2011) will relaunch other aspects of the fight against harmful tax practices.
On the other hand, during the Spanish and Belgian presidencies of the EU in 2010, important agreements were reached in pursuit of greater transparency in multinationals' accounting practices, a reduction in the negative effects of transfer mispricing and of better exchange of tax information between countries.
This study seeks to take stock of what has been achieved so far at the international level, particularly in the G20 and the EU and, above all, propose to the Spanish government and other international actors a series of development measures for waging a more effective battle against one of the greatest scourges of our time: the dispossession of important resources from states and citizens for want of international coordination on taxation.

I am a freelance translator/interpreter of Spanish into English and vice versa, my speciality being journalism and social sciences, particularly politics/history/defence. I've been doing the job full time since 1999 and in that time I have worked for BBC Monitoring (January 2001 to June 2011), the Spanish think tank Fundación Alternativas (April 2006 to present), El Pais English Edition (March to October 2001), the United Nations, FIFA and the Irish Embassy in Madrid, among others.
I currently live with my partner and two children in Cadiz, southwestern Spain.
