Este trabajo analiza la situación internacional de la figura del Experto Contable. Se ha revisado la existencia o no del título de Experto Contable diferenciado del de Auditor, el carácter oficial del mismo y si existen actividades reservadas a estos profesionales.
La situación varía mucho según el país de que se trate y uno de los factores clave es el modelo de derecho predominante. En los países basados en el derecho romano (como Francia o Italia, por ejemplo) el Experto Contable suele estar regulado oficialmente y de forma diferenciada al Auditor. En cambio, en los países de derecho común (anglosajones y la mayoría del resto de países) el único título oficial es el de Chartered Accountant o Certified Public Accountant CPA (Contador Público, en América Latina), que es un término más amplio, ya que incluye también a los Auditores de Cuentas. España es una excepción ya que, pesar de basarse en el derecho romano, cuenta con el único título oficial de Auditor de Cuentas para los profesionales de la contabilidad y la auditoría. En cambio, el título de Experto Contable, de origen muy reciente, tiene un carácter exclusivamente privado y otorgado por la profesión.

1.Introducción
El Experto Contable es un profesional altamente cualificado que realiza actividades tales como diseñar el sistema contable, compilar las cuentas, firmar las cuentas, asesoramiento contable, informes periciales y similares. A menudo, estos profesionales también son Auditores de Cuentas.
En el resto del mundo, especialmente en los países anglosajones, el Chartered Accountant o Certified Public Accountant, es un título más amplio, ya que incluye también a los Auditores de Cuentas, al igual que el término Contador Público usado en América Latina.
A nivel internacional está muy regulada la figura de Auditor de Cuentas. En cambio, la de Experto Contable tiene un desarrollo menor.
En este artículo se expone, en primer lugar, la situación del Experto Contable a nivel europeo. Se dedicará una especial atención a los casos de Francia, Italia y Portugal por su proximidad geográfica con nuestro país. A continuación, se describirá la situación en el resto de mundo.
2.El Experto Contable en Europa
La estructura de la profesión contable varía considerablemente según los países ya que está muy influida por variables tales como la cultura, el sistema financiero y, sobretodo, el tipo de derecho predominante. Así, se pueden identificar tres grupos de países como se expone en los siguientes apartados.
2.1.Países europeos con título oficial de Experto Contable y reserva de actividad
En los países basados en el derecho romano (code law) la contabilidad tiene un enfoque más legalista, la normativa está regulada por el Estado y hay menos influencia de la profesión. Además, está más relacionada con la fiscalidad. En estos países, el Experto Contable suele estar regulado oficialmente. Esta regulación implica que el título está protegido y que existen una serie de actividades (relacionadas con la contabilidad y la preparación de las cuentas) que están reservadas a los Expertos Contables. Este es el caso de varios países europeos en los que se distingue claramente la figura del Auditor de la del Experto Contable o equivalente (ver figura 1).
En estos países, es habitual que el Experto Contable tenga que intervenir en la formulación de las cuentas (y en algunos países, inclusive han de firmar las cuentas) en aquellas empresas que superan un determinado volumen.
Por ejemplo, en Rumania, existen tres figuras contables con título oficial y reserva de actividad: el Licensed Accountant (es un empleado de la empresa y prepara las cuentas), el Expert Accountant (prepara las cuentas y está autorizado para firmarlas, ya sea como director financiero de la empresa o como asesor externo) y el Financial Auditor (auditor de cuentas). En Rumania las grandes empresas y las cotizadas han de someter sus cuentas a auditoría externa a cargo de un Financial Auditor. Todas las demás empresas, que no están obligadas a auditarse, tienen que tener sus cuentas firmadas por un Expert Accountant.
En Luxemburgo, el Expert Comptable, está regulado por el Ministerio de Economía y, además de las actividades de contabilidad, asesoría empresarial y fiscal, reestructuraciones y liquidaciones de empresas; tiene la reserva de la actividad de establecer las cuentas de las sociedades que facturan más de 4,6 millones de euros y cuyo activo supera los 2,3 millones de euros.

This paper analyses the international situation of the Accounting Expert. We have revised whether or not the title of Expert Accountant exists differentiated from the Auditor, the official character of the title and if there are any activities reserved for such professionals.
The situation varies greatly depending on the country and one of the key factors is the predominant law model. In Roman law countries (such as France or Italy, for example) it is usual to have the official title of Expert Accountant differentiated from the Auditor title. In contrast, in common law countries (Anglo-Saxon and most other countries) the only official title is that of Chartered Accountant or Certified Public Accountant CPA (Public Accountant, in Latin America), which is a broader term, as it also includes Auditors. Spain is an exception because, although based on Roman law, the only official title for accounting and auditing professionals is the Auditor title. Instead, the title of Expert Accountant, with a very recent origin, has an exclusively private character and is awarded by the profession.

1. Introduction
The Accounting Expert is a highly qualified professional who performs tasks such as designing accounts systems, compiling accounts, signing accounts, accounting consultancy, expert reports, and the like. These professionals are often also Auditors.
In the rest of the world, especially in Anglo-Saxon countries, the Chartered Accountant or Certified Public Accountant, is a broader title, as it also includes Auditors, just like the term Public Accountant which is used in Latin America.
At an international level the figure of the Auditor is strongly regulated. However, the figure of the Accounting Expert is less developed.
In this article, in the first place, the position of the Accounting Expert at a European level is laid out. There will be a particular focus on the cases of France, Italy, and Portugal due to their geographical proximity to our country. Then the situation in the rest of the world will be described.
2. The Accounting Expert in Europe
The structure of the accounting profession varies considerably by country as it is strongly influenced by variables such as culture, the financial system and, above all, the predominant form of law. Thus, three groups of countries can be identified, as outlined in the following sections.
2.1. European countries with an official Accounting Expert title and reserved activity
In countries with a basis in Roman law (code law) accountancy has a more legalist focus, normative is regulated by the state and there is a weaker influence from the profession. Furthermore, it is related to taxation. In these countries, the Accounting Expert is usually officially regulated. This regulation involves the title being protected and the existence of a series of activities (relating to accountancy and the preparation of accounts) which are reserved for Accounting Experts. This is the case in various European countries in which the positions of Auditor and of Accounting Expert or its equivalent are clearly differentiated (see figure 1).
In these countries, it is usual for the Accounting Expert to have to intervene in the preparation of accounts (and in some countries they even have to sign the accounts) in those companies that exceed a certain volume.
For example, in Romania, there are three accounting figures with an official title and reserved activities: the Licensed Accountant (this is an employee of the company who prepares accounts), the Expert Accountant (who prepares accounts and is authorised to sign them, whether it is as the Chief Financial Officer of the company or as an external consultant) and the Financial Auditor (accounts auditor). In Romania large companies and listed ones have to submit their accounts to external audits that a Financial Auditor is in charge of. All other companies, which are not required to be audited, must have their accounts signed by an Expert Accountant.
In Luxembourg the Expert Comptable, is regulated by the Ministry of Economy and, as well as the business advisory, tax advisory and accounting activities, restructuring and liquidations of businesses; they have the reserved activity of drawing up the accounts of the societies that bill more than 4.6 million euros and whose assets exceed 2.3 million euros.
