"Aunque el APPCC fue concebido como un sistema para la mejora y aseguramiento de la calidad higiénico-sanitaria de los alimentos tanto en el sector agrícola como el de transformación ICMSF (1991), su difusión se ha llevado a cabo fundamentalmente en éste último. Uno de los motivos por los que se entiende esto ha sido así es el hecho de que mientras que una instalación transformadora tal como una bodega suele tener un solo propietario, no ocurre los mismo con los viñedos, por lo que prevenir por completo un peligro para la inocuidad de los alimentos o eliminarlo o reducirlo hasta un nivel aceptable encuentra en general mayor dificultad en este primer tramo de la elaboración de los alimentos de origen vegetal. "
