...actuaba como designado en funciones de “alcalde de pedanías” en el término municipal de...

I understand that this is a kind of mayor for areas that are outside of a town, but I have no idea how it might be called in English.

That "designado en funciones" bit before has me fretting. Does that boil down to "acting" I wonder?

But anyway, that wasn't your question....

If we are, as I suspect, talking about rural areas in Spain, then this is what pedanía is. If not, then maybe it will be at least useful for someone in the future!

dependent mayor

It's equivalent to "alcalde pedáneo" for which I ran a search and got the below hit.

As I see it, makes sense, since such officials dependent on the city or village mayor the council or hamlet is part of.

I mentioned this in an answer to your question on "alderman" that I erased due to duplication. If you use alderman, this would be most likely a district councillor.
