This is a bullet point in a list of things that must be included in (construction) blueprints/plans of a LPG facility in order to obtain authorisation/certification for start-up.

The real question I have here, is what does "facultativas" mean. It seems to me the first definition is "optional" (as in something akin to "alternative operating conditons") or it could mean something like "management/administration" (i.e. related to construction administration or something else).

I am lost in a muck of ambiguity. Help please! TIA :)

Technical specifications Technical specifications is the other header. So this is part of the projects (construction) plans, and there is an entirely different section titles technical specifications with its own list of bullet points.

technical conditions and specifications

It means something very similar to technical (see DRAE below), so I would translate the whole phrase as indicated.

Based on the definition that you will find here: http://www.parro.com.ar/definicion-de-condiciones facultativ... , I believe that "ad hoc" or "specific conditions" will work fine in your document.

Thanks for the link, and the definition is definitely helpful. I am just not sure how you came up with ad hoc based on that definition. I can't seem to find any corroberating evidence that this is correct.
