If you look up the definition in luxureditorial in Article 8 section 4 I believe, You will see that this unit is in charge of issuing Spanish passports and national identity cards. In the OK, the closest equivalent would be the affiliate agency of the Home Office (that as far as I know has always run police business in the UK) known as the IPS.
