El Ayuntamiento de Benicàssim, a través de la concejalía de Medio Ambiente y con la colaboración de distintas empresas de jardinería, ha convocado la tercera edición del Concurso Municipal de Patios, Balcones y Rejas con los objetivos de estimular y potenciar su conservación, lo que repercutirá en mejorar la calidad ambiental del centro urbano de la localidad.
I thought perhaps they were talking about the bars on balconies, but that's not possible. Here's another sentence from later in the same news item:
"...se prevé de nuevo una alta participación de patios, balcones y rejas que reúnan las necesarias condiciones de conservación y cuidado..."
I think perhaps they mean those entrances which have railings, but am not entirely sure how to put this. Anyone got a term for this in UK Eng which denotes the garden/patio element? Of course, just putting railings will not work...

Just a shot. Otherwise, I see them as dekken's "railings". It just occurs to me that these are not just on windows, and in some cases are used as trellises (for jasmine or bougainvilla, for example).

Of course "rejas" means railings, usually protecting the windows in village houses, but here they are referring to a competition for the prettiest flower/garden diplays. It is common for pots of geraniums to be placed behind the rejas on the window ledge.
Window box display could be another possibility perhaps.

Yes, more likely to be those windows with the outside ledge and railings: I know what you mean. I was thinking of those houses which have like a "portal" or "cancela", often with plants inside like an entrance area, but I know Benicàssim a little, and it also has a lot of apartment villages like any other Med coast town, perhaps more than houses.... Not an exact match but a cultural equivalent. In England this displays are usually referred to as window boxes whether they are in a box or not.
The idea is transposed to the displays of flowers behind the window railings in Spanish villages:

I agree with dekken's comments, but window display doesn't quite convey the particulary Spanish image including the rejas. My mother's geranium display stops the tourists in their tracks in their small Levante town, but no photos on the web that I know of!!!
