Dredging terminology
The dredging works are taking place in Argentina, so this may be a local concept to them, as according to the DRAE, the words "refulado" and "refular" don't exist!

... and related articles, which to me suggests something to do with constructing sand banks, or shifting quantities of sand to re-shape a coastal area, perhaps? But how to render it?
Here is the context in which the phrase occurs:
"... La contratista ... deberá construir y/o reconstruir convenientemente el recinto de refulado que se muestra el plano no. XXX XXX"
Later on in the same clause, the word refular appears also.

Besides, this expression has more to do with 'coastal landscaping' or coastal management if you like, (IMHO), whereas my text is most definitely about dredging operations, and therefore more to do with the control of dumping material in defined areas. |

: More good research by Liz it seems. I think the answer is correct in the light of this. I haven't looked at the proz entries though. Much as I like this site the answers included proz references are not authoritative in my view for a number of reasons.
