You don´t say where your text is from, but could 'personal' be some strange way of saying 'toilet'?
Or, 'el personal' could mean 'el área personal' - the staff area/room.

Thanks, I thought of "toilets" as well but I haven't seen "el personal" as a translation of that before. The text appears to be from a Latin-American country as it deals with Latin-American health systems... |

You should not pour contaminated organic residue and/or water on health workers, or on the floor of their working areas or in drainages (toilets). There are special containers for such residues in clinics and hospitals.
