If one wants to be definitely phenomenological in the analysis of human life, what immediately appears in life and for life is care, deducing by such how human life looks after itself at all times. The observation is a derived way from care. The world is present in life and for it, but not in the sense of something that is simply mentioned and observed. This mobility of world existence is activated only when fact life supposes the activity of its caring way.

I originally thought your interpretation was correct, but after looking at the sentence a couple of times, I think the writer is trying to say that it's more than just its banal presence in our everyday lives.

you are right, "mentado" doesn't mean the same as the DRAE definition of "mentioned", it means something special, from "mente" the mind, as shown in this text discussing Husserl's work:

"al objeto mentado... es decir... al objeto que "tiene en la mente"..."
