It clearly means payments made in Colombia to companies/persons abroad, but my doubt is whether "payments abroad" might suggest that the payments are made (while being) abroad rather than made in Colombia TO companies/persons abroad.
There is a kudoz answer in support of "payments abroad" http://www.proz.com/kudoz/spanish_to_english/law:_taxation_c... but I'm still in doubt.
Here's the context:
La legislación colombiana aplicable establece que los pagos que se efectúen al exterior por concepto de servicios técnicos están sujetos a retención en la fuente a la tarifa del 10% sobre el valor total del pago o abono en cuenta.
En Colombia, los pagos al exterior, que permitan la obtención de rentas en el país y que 110 se deben someter a retención en la fuente, tienen una limitación para su deducción en materia del impuesto de renta.
My provisional option is "payments made to persons/entities abroad" but better options would be appreciated. Thanks!
