personalmente, no creo que haya que ser demasiado literal con lo de integrar (form) y por otra parte mingle, como proponía 'always', me parece la expresión más adecuada aunque tampoco guarde el sentido de amalgamar. por lo que entiendo de la frase, tiene más que ver con que la cultura de Santa Fe se originó a raíz del intercambio entre las personas que allí habitaban, que no porque se amalgamaran o asociaran de una manera particular con la intención expresa de "formar una cultura".

esto si quieres ser libre en la traducción de palabras y guardar la estructura.

si quieres opr otra parte, variar la estructura y ser algo más fiel en la conservación de los significados de amalgamar e integrar, creo que se podría decir:

SANTA FE CULTURE WAS FORMED BY THE ADDITION AND INTEGRATION OF CULTURES OF THE SETTLERS WHO LIVED THERE.
aquí entiendo que se hace necesario decir que la cultura resultante es la suma de las culturas de las personas que se asentaron allí y no de las personas por si mismas (visto así no sería muy coherente)

If you rephrase it a bit in English, I think it works better.
I prefer the words amalgam (noun), meld, blend, or amalgamate (verb) in that order. Amalgam or amalgamation work better than amalgamate IMO. Various options (I prefer numbers 1 or 5).
