Thanks to Katya and Jorge for their references. This is clearly a relatively low-skilled job which involves watching TV and recording what is shown when. We don't have enough context to know why they're doing this (and that's not the asker's fault), but here are two suggestions. It could relate specifically to ad minutage, ie the number of minutes of advertising shown each hour.

In fact, it's a very usual job. It's a type of media ad/program auditing, the "minutador" generates a detailed daily report on actual ads/programs broadcasted. This report goes then to the advertising client.
