The measures referred are:

refuerzos de los servicios sociales y sanitarios encargados de velar por que los padres procuren a sus hijas la necesaria asitencia sanitaria, especial asistencia a las menores en caso de condena de alguno de sus progenitores, etc.

Sólo con el arbitrio de medidas de apoyo de esta índole podrá evitarse el riesgo de que "en el intento de eludir dichas repercusiones se renuncie a la denuncia de estas prácticas o a la imposición de sentencias condenatorias".

I don't know how to translate arbitrio in this context!

Using "arbitrio", "medidas" and índole" would perhaps be too much. I'd translate it as "Only by adopting such supportive measures can we avoid the risk of/that..."

respuesta sin ánimo de "puntos";-)

... creo que aquí "arbitrio" se utiliza en la cuarta acepción que da la RAE del término, a saber:
4. m. Medio extraordinario que se propone para el logro de algún fin.
(www.rae.es)

Pero yo lo entiendo como un sinónimo de "con la ayuda de", y lo traduciría por "only with help from" "only by using", o por cualquiera de las excelentes propuestas que dan los compañeros.

Los dos centavos de una nativa de español, que no de inglés... ;-)
