They both basically mean the same thing but as you say this is at a meeting, "adopted" would be better, definitely. "[the motion/proposal, etc] to build the pool was adopted"

carried or passed

In a meeting, you "approve" the minutes, not a motion or resolution.
A motion or resolution is either "carried" or "passed", the former being slightly more formal. So "The motion to xxx was carried/passed."
