regulaminowe obroty wojskowe

From a book about Polish forces fighting in Napoleon's Grande Armee. This comes from a description of a battle:

Konopka, nie martwiąc się ani rozproszeniem swych ludzi ani liczbą nieprzyjaciela - nie w porę były teraz regulaminowe obroty - natychmiast wyrwał szablę .......

The phrase 'regulaminowe obroty' is what's giving me trouble here. I thought perhaps it means rotation of forces, in the sense that a part of the enemy military is sent home and fresh forces are sent to the front, but I'm not entirely sure; that said, if I've understood it correctly, does anyone know the proper term in English for that concept? I can't quite recall it. Any help would be much appreciated.
