Where is it? Several viable options here, I think the term throwing most of the heavy dirt here is "bajo". If we knew the actual location of said "bajo", the right English term might choose itself. Any clues for us?

agree Charles Davis : If these are lowlands adjoining a watercourse or body of water it could mean floodplains, but since the ST suggests they're talking about subterranean aquifers, I think this is the best option on what we know.

neutral Muriel Vasconcellos : Wetlands is not the same thing as 'flood-prone lowlands'. The latter can be fertile and tillable when they're not flooded.

floodplains

I suppose the term "flood-prone lowlands" is more specific for agricultural lands, not for wild biological communities.
Maybe, the term "floodplains" would be a better option here, as it has a more general meaning.

While the source text evidently refers to the natural geofluvial phenomenon, in the Valencia region of Spain the "baden inundable" is also a common traffic feature, for example in underpasses which quickly fill up with floodwater after heavy rains. The query brought to mind this one: "Llegar desde la carretera de El Saler ya es una odisea porque atraviesas un temido puente - badén inundable, pasas varias rotondas horrendas y luego el acceso está muy mal indicado."
