The subject of "suscribir" (the sense of which is ultimately "sign") will be the insured. It is really shorthand for "suscribir una póliza", take out a policy; in other words, "suscribir un riesgo" mean taking out insurance to cover yourself against a risk. So "el riesgo que pretende suscribir" means the risk against which the person wishes or intends to obtain cover.

Thanks Monica, I more or less understood that. What I would like to know in order to be able give an opinion is what "definirlo" refers to, whose point of view is being explained or rather who is the subject of "pretende suscribir", i.e. the insured or the insurer?
