Hi all,
I am translating a Privacy Policy of a website, and can't tell if the sentence doesn't make sense in Spanish or if I don't understand the meaning of "se obliga" fully. I have translated "se obliga" as "that requires", but there is nothing that states what the law requires of private parties in the sentence. Does "se obliga" perhaps mean something closer to "affects" or "concerns" in this context?
The sentence is:
"Con fundamento en lo establecido en la Ley Federal de Protección de Datos Personales en Posesión de los Particulares, mediante la cual se obliga a los particulares, sean personas físicas o morales de carácter privado, que lleven a cabo el tratamiento de datos personales, ponemos a su disposición el aviso de privacidad correspondiente, a efecto de garantizar la privacidad y el derecho a la autodeterminación informativa de las personas que nos proporcionan datos personales."
My current translation is:
"Pursuant to the Ley Federal de Protección de Datos Personales en Posesión de los Particulares [Federal Law of Personal Data held by Private Parties], which requires private parties that handle personal data, whether they are an individual or private organisation, we provide the relevant privacy policy to guarantee privacy and control of access to the people that supply us with their personal data."
The source is a Mexican website, the target audience is English as a Lingua Franca speakers worldwide, so there is no one particular legal system I am translating into. I am translating this policy as an offer of information rather than a binding legal document.

It took me a little while - initially, the source does seem fairly convoluted - but I think I've cracked it.
It helps to break it up like this (//), and I have rephrased it slightly and added parentheses for clarity:
//Con fundamento en lo establecido en la Ley Federal de Protección de Datos Personales en Posesión de los Particulares, mediante la cual se obliga a los particulares que lleven a cabo el tratamiento de datos personales (sean personas físicas o morales de carácter privado), // ponemos a su disposición el aviso de privacidad correspondiente, a efecto de garantizar la privacidad y el derecho a la autodeterminación informativa de las personas que nos proporcionan datos personales.
This would explain the indicative in "ponemos", and this way the sentence makes sense with no need to add anything. In fact, the Ley Federal is not requiring the private persons to do anything (in this sentence), it simply means that it affects/relates to them, i.e., by which they are bound.
My suggestion would be something like this:
"Pursuant to the Federal Law on the Protection of Personal Data held by Private Parties, by which private parties handling personal data (whether individuals or legal entities) are bound, we provide the applicable privacy notice in order to secure the privacy and right to informational self-determination of persons providing us with personal data."
Note that I have used U.S. terminology.

“Ponemos a su disposición” (which ought to be “que pongamos a su disposición...”) would appear to answer that question. In any event, my duties as answerer do not include that of providing a Talmudic commentary.

Article 2 of the Ley Federal de Protección de Datos Personales en Posesión de los Particulares says:
"Son sujetos regulados por esta Ley, los particulares sean personas físicas o morales de carácter privado que lleven a cabo el tratamiento de datos personales"
And Article 15 says:
" El responsable tendrá la obligación de informar a los titulares de los datos, la información que se recaba de ellos y con qué fines, a través del aviso de privacidad"

So this paragraph is simply saying "this Law applies to us (we are bound by it) and we are hereby complying with what it obliges us to do".
