I have scoured the Internet but I can't figure out if this is a general term where "VIDEO" is unnecessarily capitalized or if it's referring to a specific law. It's from an on-boarding/training powerpoint for an electronic security company. I'm leaning toward reference to a specific law, but it's nearly impossible to search for given the prevalence of the word video. I'm hoping someone just happens to be familiar with it. It appears in a table of contents and in a list of objectives.

I think VIDEO is shorthand for "vidéosurveillance". It is not an acronym. The capitals are just the writer's odd choice.

Discussion
As here it is only the 'regulations' that are being qualified as VIDEO, I think the caps are spurious — perhaps simply drawing attention to the fact that only the part of the regulations specifically pertaining to video (surveillance ?) is of interest here — I suspect the law probably covers several other fields as well, including (notably) phone-tapping (tee-hee!)
