Entiendase "franqueable" como la cualidad de un edificio si sus condiciones permiten la entrada desde el exterior de personas con discapacidad de manera autónoma.

En contexto del documento corresponde a lo siguiente:

"se preverán elementos materialmente franqueables que permitan que la plataforma pueda utilizarse para sobrepasos eventuales y casos de emergencia o de bloqueo del carril mixto."

Lo había pensado como "passable", sin embargo no sé si abarca el significado que tiene en español.

"handicapped accessible" IN the U.S., the common term is "handicapped accessible," i.e., accessible to the handicapped, or to a handicapped person.

As a side note here, be careful if writing for the UK, where the word 'handicapped' is considered to be politically incorrect and offensive. We talk about 'disabled access' or 'disability access' here.
