Juntas/Mesas Apparently the ones in this article are official "decentralised management bodies" reporting to the local authority or city council. For the moment, I'm just using Municipal/Neighbourhood/District COUNCIL for those three and Budget Committee for (Mesa de Presupuesto). They can always change the terminology when they have the final draft in front of them.

fwiw I think this is the lowest tier of local government - roughly equivalent to parish councils in England, which have very little power as a rule, their responsibilities often going no higher than sports fields and pavilions and repairing bus shelters etc. I would not suggest this as a translation though.

@ Toni Google is suggesting "boards", but I'm not keen on it. I may just send the authors a list to choose from and let them decide. They want to translate the tables and figures themselves, so they'll probably enjoy the discussion.

There are 14 rural neighbourhoods in the Rural District and they are run by their own boards, the Neighbourhood Boards (Juntas Vecinales). The borders of the Municipal Boards or Neighbourhood Boards are established in a Plenary Session of the City Council.

Neighbourhood Boards gets a lot of convincing hits, cheers. I'll probably end up sending the authors a list of options and they can decide which they prefer.
I asked the client and all he said was "Las juntas vecinales son como los municipal councils pero de barrios rurales."... So I'm going with councils for this.

Local Council or Community Council

Just a suggestion.

"Local councils is a universal term for community, neighbourhood, parish and town councils, and are the first tier of local government." (From the National Association of Local Councils - England).

So, Local Council would be the blanket term for the lowest level of local government. I might be inclined to go for Community Council for Junta Vecinal because I think it fits the rural context. Neighbourhood Council might sound too urban to me.
