Primer Tribunal Colegiado en Materias Penal y Administrativa del Décimo Séptimo Circuito (I believe you also should remove CAPS - another ProZ suggestion, not mine).

Just to clarify, ProZ rules suggest a maximum of 10 words per term. What David H. has suggested is that you separate your queries into at least 3 other questions:
1. Primer Tribunal Colegiado en Materias Penal y Administrativa del Décimo Séptimo Circuito (this is 12 words), but I suppose other colleagues will be nice and allow the extra 2 words.
