True north is used as opposed to magnetic north.

In construction drawing we generally use a compass which always indicate magnetic North - not the true or geographic North. A little deviation (angular) between true and magnetic North does not matter in most of the constructions.
But imagine the construction of a port, air strip, railway lines that runs for some hundred/thousand kms which require precision alignment of its position and direction, we have to use true North direction as our earth's magnetic field orientation or magnetic North always changes with time. Similarly a topographical map also contains true North.
