When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Traduzco muchos documentos de inglés a español y no recuerdo haber visto el término "locality" en los formularios. Al menos, en el Reino Unido.
Según la definición de la RAE, sería una opción correcta.

Creo que sería interesante ver qué aparece después de "locality". Lo traduciría según la respuesta en el certificado o formulario.
