This turned out to be a VERY specific... Spanish legal mechanism, which called for a footnote (!). There is no accurate and comprehensible translation because the concept is so specific.

My understanding is that this worker would be enrolled (in the social security system) under the "equivalent status" category -- or something along those lines. Maybe "equivalent status enrollment"?
