In some Arab countries, the standard numerals used in business are the Arabic numerals rather than the Hindi numerals. In such countries, does the percent sign (%) appear to the right or to the left of the number? In Libya, does one use Arabic numerals or Hindi numerals? Thank you.

Arabic numerals, % to the left
As it happens, I have received from a client a four page transcript and several certificates from Al-Fatih university in Libya. All numbers, wether printed or handwritten, are in Arabic numerals, dates included. All % signs are to the left of their respective numbers. Percent signs are written with rounded zeros not dots.

In Libya, they use the "Indian script" of numerals i.e. different from other Magharibi countries which use the so-called Arabic numerals: 1,2,3,4,5,6,7,8,9,0

In fact, the idea may have passed successively through each of these places. Very few historians debate that the Arabic numeral system was influenced by Indian mathematics—particularly as Arabs call the numerals they use “Indian numerals” (أرقام هندية, arqam hindiyyah).
