Ik denk dat het hier gaat om hoeveel zicht er minimaal dient te zijn.
Aangezien er geen standaard vertaling is voor "loopverlichting", zou ik het begrip omschrijven.
Overigens: eisen aan verlichting worden (m.n. in US?) uitgedrukt in “footcandles” (of "lux") een begrip dat de Ned. Taal niet kent. Voorbeelden (uit vele vele anderen, cf. Google) :
