通常很多大学都有类似的机构。名称也各种各样，有的叫continuous Education。我以前工作的亚利桑那大学称作University of Arizona Extended University. 除了与社区有研究方面的合作外，也从学校请老师开出很多较短的课程，一般在下午或晚上上课。收费按课时算比本科要高，因为他们没有太多的补贴。我在他们那里上过几门计算机方面的课。因为是学校的教职工，学费比外面要便宜一半。

Comment: "Thank you Bin Li. I think “延伸教育与对外交往” most accurately expresses the meaning of the phrase. But as kevin has pointed out, there actually is a physical establishment to carry out those missions the Committee is in charge of. I am, therefore, considering to use “部”or“分校” as jinshi suggested, instead of “委员会”.

"Extension" here can be "推广" if you want to emphasis on the application of their research findings;It also can be "扩展"or "延伸" if you want to emphasis on the function of the committee. A popular usage to express such concept nowadays is "reach out". "Engagement" is popularly used by the former President Clinton when he talked about the US and China relationship, meaning to maintain a non-stop, un-interrupted communication and contact, so it has been translated as "保持接触". We have one fixed expression of "University Extension" as "大学附校" or "大学普及教育".
The word 'Engagement' here only gives people indication that young students or teachers may get "实习" opportunities from such practice.
