Context is key here. The meaning of your phrase is rather simple, while how you want to express it in Chinese depends on the context.

Is your phrase taken from something like"..it is/was agreed by content (that)..." or from "...Party A (or whatever party, organization or person) agreed by consent...". In the first case, "经同意" might sound natural, and in the second case, you simply use "同意" or whatever other expression you prefer.
