This is about resource management, I believe it means:
flag resource group over available capacity
= to reserve or ear-mark among the available capacity so that they are alotted for the resource group.
flag roles over available capacity
= to reserve or ear-mark among the available capacity so that they are alotted to perform the specified roles.
In this way, you will know the availability of ALL your resources and their specific functions/roles, etc.

I suppose they use flag + over, bec. if you use flag to mark 'available capacity' , it would be on top (therefore -> over) of them.
it definely doesn't mean '超过‘
