Sentence as in text (translated from French to English): All the mobile phones shall be sent at the risks of the Seller, being especially added that in all cases, the postal services proceed to the shipment and to the delivery in quality of mandatory of the Seller.

Not optimal English indeed. I think what it says is: The mobile phone must be sent at the risk of Seller, with the added provision that the costs of postal services like shipment and delivery must be paid by the Seller.

Why don't you post the original sentence - in English - instead of a mixture of Dutch and English. Especially as this seems to be not written in English originally but a poor translation
