No. You understood it the confused way many non-native English speakers might (mis)understand it - and you got it wrong.

@ Jennifer You are right, 'switching on' sounds strange. Probably a typing error for 'switching of'. 'switching' comprises switching ON and OFF = commutation.
The phrase 'switching on high and low voltage electrical systems' is therefore ambiguously. I understood it in the most probable way.

@Johannes We have all the context we need. The only slightly obscure thing in the ST, as quoted, is the juxtaposition of 'switching' followed by 'on' (which suggests 'switching on' = activation/allumer), when in fact 'on' is associated syntactically with 'switching' = commutation.

@ Asker Le terme demandé ne trouve que deux occurrences sur Internet et n'y est pas expliqué non plus. Pour traduire le terme avec certitude, nous avons besoin de plus de contexte, par exemple comme pour la question "switching on high and low voltage". En tant qu'ingénieur électricien, j'ai donc essayé de le déduire logiquement, mais cela aussi est très difficile.

Please read my references meticulously. Electropedia terms are internationally standardized by the International Electrotechnical Committee for all countries. All references contain the relevant translation in the last line!
