: No, I'm afraid that completely misinterprets the s/t! The 2nd 'extended' refers back to the 'co-operation and assistance', NOT the 'gratitude and appreciation' / Sorry, but I'm 100% sure of my ground here.

I think you could be right, but when I read the whole sentence I still get the feeling that they are expressing their gratitude to both the South African people AND the recipient.

The English is pretty horrid — sounds like it was written by somebody who felt it ought to be formal in register, but didn't know how to do it properly.
It simply means: "...for any help and co-operation that you [or some other party] may be able [kind enough] to give to..."

: Donc: "as may be extended to" : [pour toute la coopération et l'assistance] que l'on pourra apporter/offrir [ou: que vous pourrez apporter/offrir, selon contexte]. J'aime bien le mot "tout" pour rendre l'expression "such...as may be...".
