The basic concept is this: a given insurance policy may offer multiple types of coverage (e.g., car insurance may cover damage to your car, damage to other cars and other property, and injury to persons). Each type of coverage has its own limit (say, $50,000 for damage to other cars, $100,000 for injury to people, etc.), and the policy as a whole also has a total annual limit for all types of coverage and all incidents -- say, $500,000.
That total annual limit is the policy aggregate, and it means, for instance, that if you're in three horrible car accidents within the same year, and the property damage and injuries in those accidents add up to more than $500,000, you are not covered for anything above $500,000.

: This is just one policy (singular). The policy aggregate is the total coverage, for all types of covered risks, provided by a single policy.

La qualité du texte source laisse à désirer (MORAL INDEMNITIES ? LIMITED TO PER ? et à quoi se réfère ARE ?) et la rédaction de l'article n'est pas des plus fluides. Bref, je m'en tiendrais ici au texte source pour éviter toute erreur d'interprétation, ce qui ne vous empêche pas d'en parler à votre client.
Aggregate se traduit souvent dans le domaine de l'assurance par « cumul, maximum », etc.
Je crois que j'écrirais qchose comme :
« Le montant total de l'indemnisation du préjudice physique ou du préjudice moral s'entend par personne et par survenance et du montant maximum/cumulé par police en tout état de cause. »
On ne sait pas si IN ANY CASE s'applique uniquement au montant par police ou à l'ensemble des montants cités. J'aurais tendance à penser qu'il s'agit uniquement du montant par police (et je serais tenté par «...et, en tout état de cause, du montant maximum/cumulé par police. »), mais dans le doute , mieux vaut rester prudent (et là aussi, en parler au client ?)
