Dans le contexte, black line faisait référence au fait de faire un rapport direct et personnel, sans intermédiaire. Je me rends compte que mon contexte n'était pas complet. La phrase était : To make a report to sbdy on a black line basis, c'est-à-dire un rapport directement.
