Well, I can't say I'm that confident of my French, hence the quotes, but that's certainly what it means: 'this item must be locked out in order to create a safe situation'
I'm far from convinced that my other colleagues' answers have correctly captured this meaning, though as I'm not the FNS, I stand to be corrected on that!
'consigner' in this sense has come up a lot before in FR > EN, it appears to be the specific term usually used for 'lock-out' --- not really anything to do with 'locking' = 'vérouillage'
