I was just reading and noticed that the proper term is with اختتامی because End User is translation cannot be حتمی صارف، however the agreement could be حتمی. So this should be the proper term. I have been using this from long time ago. Also approved by NLA.

: Words are not grammatically connected as English term is literally translated without adjusting for Urdu conventions. Also, حتمی does not seem to fit. Without the English text I would have thought it referred to معاہدہ since it's used for concepts.

I can also suggest above mentioned translations. If prefered, 'license' can be translated as sanad-e-ijra or Sanad-e-istemal So, you can choose according to the level of target readers.
Also, sarif is enough for End user as Hatmi sarif does not seem to fit best in the Urdu environment. Also it does not seem to make any difference from the legal point of view to use the word Sarif alone.

: All the suggested translations ignore "end-user" and also سند is used for certificate in Urdu so it is little confusing. I can say little here with only 255 characters so I will comment in "discussion"

Thanks! Yes, certificate means 'sanad' in Urdu but would you mind reading the question again. It is 'license' not certificate and the proposed translation is for license not for certificate. Please translate 'license' in Urdu without using word 'sanad'

As you have mentioned, and I have also been lenient towards using the transliteration of common English words, particularly related to the new technology. For instance the words 'Izn' or 'pervangi' etc have been used in the old times, for license but modern concept of this term is of course quite different from that of the Mughal era.

Dear Ikram Sb, I have also seen 'پروانگی' and 'پروانہ' being used as the translation of 'license' but more often 'پروانہ', which is still in use in some old Court Papers and Government documents. But unfortunately, this word is also going towards extinction as a meaning of 'license'. like so many other Urdu words.
Having said that, I agree with both of you that it is better to use the transliteration of 'license' as it will be more comprehensible to an average reader. You will appreciate that our utmost effort, as a translator, should be to make the reader understand what he/she is reading, be it translation. transliteration or the English word itself.
