I have zero context about this. It's just a bunch of comments people made about customer service for software.
The only thing I know about it is that the person had a bad experience with customer service, and I think the person is (probably) referring to an experience with a customer service person on the telephone.
What does おごっている mean?

In Japanese context, it is very likely such word as おごっている is used to express frustration, but what the speaker really want to address is, not other party's "ogori" attitude, but insensitiveness. That is clearly stated in the next sentence こちらの、必死さが、わからないでいる。
The speaker is truly frustrated because of his/her unwillingness, unthoughtfulness and/or insensitiveness to come up with good solution the customer is seeking with empathy.
