I assume this word means “controlled rotational speed data” and not “control rotational speed data” or “rotational speed control data,” but I’m hoping someone can verify my assumption.

If it were 'control rotational speed data' grammatically, the 制御 is in the wrong place. It would be 回転数データを制御or the like. Also, it is evident from the first line that this is a 'controlling' mechanism, which seems to be controlling the rotation (speed or count). So I think you are correct in your thinking.
