I have run into this term on an application form for authorizing a company's 特殊車両通行, and I have not idea what it means. It is on the form's upper right and is followed by a number (第xxxxxx号).

Gregory was right, 国部整 is abriviation of 国土交通省"中部"地方整備局. The kanji "部" is taken from 中部. This is to distinguish with "中国"地方整備局, which is in south-western Japan.
For the rest part of the word in question, I found two images of declaration forms which have similar codes;

: 「国部整」は、「国土交通省中部地方整備局」の略、後段の「飯」は「飯田国道事務所」 の略。 「車」は特殊車両通行許可申請に関する文書のことのようです。よって、Vehicle Department ではなく、Special Vehicle Permission あたりが適当かもしれません。
