Or, ¥"Principal place of operating the motor vehicle¥". (Like a term for tax deduction).
When the address of my residence and a vehicle registeration was different, I was asked about ¥"Primary location for operating the vehicle¥" by Bureau ofMotor Vehicles and my insurance company. I live in the U.S.

Oops. I hit a wrong button. Correct spelling above is ¥"registration¥", ¥"Bureau of Motor Vehicles¥".

neutral Maynard Hogg : Make that "primary usage location" and I might agree. The CONTEXT is automobiles.

neutral mstkwasa : "base area of automobile use" according to http://info.pref.fukui.jp/kokusai/tagengo/html_e/konnatoki/8... - sounds a bit strange. /// Would agree with "principal location of vehicle use".

4 KudoZ points awarded for this answer. Comment: "Thank all of you for your comments and suggestions. I think this one works the best. "Residential address" would be too restrictive, as the certificate is also used for business vehicles and car dealerships. Also in Japan, not everyone parks the car at home. I used "primary location for use", and conejo's suggestion is similar, but this one contains the words I actually used, and I believe I can't select 2. Let me know if I am wrong."

main stomping grounds

Interesting question! I only knew the term as the 3-character 本拠地, but Google certainly has enough hits--many refering to the "home field" for sports teams, note. Eijiro shares this bias, giving many more glosses (base // home // home ground // home turf // homebase // seat // stronghold // yard) than for the 2-character version (headquarters).
I assume that this entry is part of an attempt to keep Gumma residents from running around with 湘南 plates.

Aside: One of my neighbors, across the line in *Kami* Yoga, is a wasabi wholesaler whose vans all have Hamamatsu plates. The headquarters may be there, but the vans stayed parked here in Tokyo.

base area of automobile use

If the applicant's address and the base area of automobile use differ, documents explaining the base place of automobile use are required. Ex. Receipt of public utility charges (telephone, gas, water supply, etc.) or house rent, mail addressed to the base area of automobile use, etc.

申請者の住所等と自動車の使用の本拠の位置が異なる場合には、使用の本拠の位置を疎明する書面が必要となります。
例:公共料金(電話、ガス、水道等)や家賃等の領収書、使用の本拠の位置宛の郵便物等。

The law states that a vehicle owner, in a town that requires it, must certify a custody parking space within 2 km of their ¥'base of usage¥' (normally their residence).

Base jurisdiction

Although you used "jidousha" in your explanation, the field that you specified was "Transport / Transportation / Shipping". In the case of fleets of vehicles used between states or countries, the term "base jurisdiction" is used in contexts such as fuel tax agreements. The following is the definition found at several sites such as
http://www.state.nj.us/mvc/bc_vehicles/bc_commercial_vehicle...

"What is a base jurisdiction?

"Base Jurisdiction" means, for purposes of fleet registration, the jurisdiction where the registrant has an established place of business, where mileage is accrued by the fleet, and where operational records of such fleet are maintained or can be made available in accordance with the provisions of Section 1602 of the IRP Guidelines.
