@ Lara Most probably your context refers to a public procurement which involves certain stages that must be followed under the law in force. Therefore, the reason for mentioning "we have called for a tender" is to show the stage where they are at this moment - so they have made the call for a tender and now they are waiting for the companies (the bidders) to make their offers (their bid) regarding the cost for their services. Whoever has the best price or best offer, will win the tender. (For instance, a Ministry needs to buy certain pieces of furniture. They can't just go and buy furniture. They must "call for a tender" and wait for companies to make their bid, that is to offer their prices for the furniture offered. Once the bids have been made, the best offer - lowest price - will be chosen as the winner of the tender and the furniture will be provided at that price by the winning company). PT stands for "pentru", in English "for".
The translation would be: "I (we) have requested a tender offer" (or an offer for the tender).
