Argentinian Birth Certificate
This comes from an Argentinian Birth Certificate. I guess in this context it means the Birth Certificate has been filled out. It states the person's name afterwards.
Many thanks.

the birth certificate of XXX is recorded
Without seeing the full Spanish sentence I'm not sure how to phrase it right, but it would be something to the effect of:
In book ###, volume ###, page ###, there appears recorded the Birth Certificate of NAME OF PERSON
In book ###, volume ###, page ###, there appears recorded the Birth Certificate of NAME OF PERSON

Spanish term (edited):
Se encuentra labrada el acta de Nacimiento de XXX...
The birth certificate for XXX is hereby issued...
With XXX standing for the name of the person for whom the birth certificate has been issued.
I think that this is what the likely meaning is, and what would likely be seen in English on a birth certificate, provided that the language that follows does not specifically reference filing in a particular number and section of a registry book.
Suerte.

: Literally "created" and so I think "issued" is the obvious choice here.

the birth certificate for XX is entered
You'd have to adapt it to the rest, maybe turn it around. The certificates are entered into enormous books, from which official copies are made.

I've just found that 'labrar' is not in RAE with this meaning, so it's probably something archaic which is still used here. It conveys the idea of 'writing out carefully'. We say, for example 'labrar un acta'.

Creo que NO significa "register, enter" (asentar). Pero bien pudiera ser, en cuyo caso Chriswa y Diaz Butler tendría razón.

It's just that "labrar" at bottom means "to create". But my confidence level is low. Thank you for your comment, Chris.
