The Spanish does make it clear that there are two reporting lines , and in this case they are both to the same person or entity.

Reports directly, within the chain of command

"Works under" or "is supervised by" could be used instead of "reports," but the latter is widely used in human resource contexts, at least in the US (e.g., "The assistant director reports to the director.")
