It's not clear to me if this is a request for the Attorney General's Office to appear at a court hearing? I initially thought "soliciten audiencia a esta Procuración General de la Nación" was "request a hearing before this Office of the Attorney General" but then it seems they are appearing in court. Thanks in advance for any insight.

I read this as an account of how a "quorum" of the litigating parties must be present before a hearing by the Public Prosecutor can take place.

I think what this is saying is that the Attorney General will grant the hearing but only with respect to judicial proceedings that it has been given visibility into or are aware of. It would make sense for the Attorney General to not get involved in judicial proceedings between parties unless they are somehow involved in those or at least have been made aware of the proceeding.

Arguably not too different from the late Henry Hinds and Mke Garcia's take of 'make available for review' and brne out by the Uruguyan ref.
Correr vista is a separate question that I am not going to attempt an answer at.
Note that the term of discovery was formerly used in England & Wales in civil cases and lawyers including notaries might grant inheritance disputants 'sight of the Will', whereas disclosure is used both for civil and criminal cases.
Allowing disclosure of medical records is a hot topic, so it is surprising that no one else has so far picked up on the point, if only to discount it.
