"Antecedentes penales" is "previous convictions", so I'm betting "viales" means traffic fines and other offences.

"Clearance certificate" is not the same thing. Would need more info to be 100% sure, but I think my suggestion is on track.

There are "Certificado de Antecedentes" for all sorts of things (penales, fiscales, viales...) as you'll see if you Google it - it gets over 26 million hits.
